This article examines the driving forces of emigration intentions and actions of native - born Dutch. To understand modern-day emigration we focus not only on factors that refer to individual characteristics and the private domain of life (work, income, housing), but also on the perception of the quality of the public domain, which invo l ves institutions as well as the public goods and services these institutions produce. Based on survey data collected during the years 2005-2007 together with actual migration behaviour we conclude that modern-day emigrants are motivated not so much by private circumstances but to a large extent by a longing for a better public domain, in particular the presence of nature, space, silence, and a less populated country.
